There are was a lot of text work and therefore it took quite some time to adjust the content to HTML. The simple conversion to HTML text will not change all the special characters into required characters to be recognised in HTML.
The budget for the app was limited and developing a CMS (Content Management System) to manage the content wasn't pursued at the time of development, as the client doesn't require to update the content on a regular basis. The app development is flexible enough to support this.
